Socio-Economic Impact of Examination Paper Leaks and Integrity Failures in India (2015–2026)
Socio-Economic Costs of Examination Integrity Failures in India: Evidence from the NEET-UG Case and Other Public Examinations (2015–2026)
-Dr Shreesh Bhardwaj,Distinguished Educationist and Academician

Abstract: Public examinations allocate scarce educational seats and public employment, so their integrity is central to social mobility, fairness and state legitimacy. This study builds an incident-level account of examination-integrity failures in India from 2015 to 2026, using a consolidated dataset of 118 documented incidents drawn from official notifications, court decisions, investigative releases and reporting. It measures documented failures—confirmed and alleged paper leaks, impersonation, digital compromise, OMR or result manipulation and organised cheating—not a legal census of proven offences. Descriptively, 93 incidents (78.8%) were labelled paper leaks, 75 (63.6%) ended in cancellation and 74 fell in 2021–2026; employment-linked examinations accounted for 96 (81.4%), extending the crisis into public recruitment. Contrasting the bounded breach recognised by the Supreme Court in NEET-UG 2024 with the nationwide re-examination of NEET-UG 2026 and reading the Ranchi JPSC/JSSC unrest as an accumulated trust deficit, a six-dimensional framework identifies economic, educational, psychological, social-equity, institutional-trust and governance costs, showing examination fraud to be a regressive shock. The paper proposes an Examination Integrity Index, chain-of-custody protocols, candidate protection, independent incident reporting and time-bound investigation and adjudication.
